Spill Prevention, Control and Countermeasure (SPCC) Plans are a regulation of the
Environmental Protection Agency (EPA) designed for the prevention of oil spills
reaching navigable waters. Oil and Gas facilities must specify and implement spill
prevention and control measures in the SPCC plans as required by 40 CFR Part 112.
The EPA periodically conducts on-site inspections to ensure that facilities meet
the terms of the spill prevention, control and countermeasure regulation. These
inspections help ensure proactive measures are specified and followed for the prevention
of an oil spill. Oil spill prevention is the first of three criteria that must be
in the plan.
Despite the best prevention efforts an oil spill can occur. Therefore, the
next criteria of concern is regarding the control of an oil spill. The SPCC
plan must document the procedures for the control of an oil spill. Control
includes containment, emergency contact information for control personnel and emergency
services contact information. So even if an oil spill occurs control measures can
be used for the prevention of a spill reaching navigable waters.
The SPCC Plan must be accessible to the EPA for an on-site inspection during normal
working hours. A copy of the SPCC Plan must be maintained at any facility which
is usually attended for at least four hours per day. Otherwise, the copy must be
kept at the nearest field office.
